Where 7.45% comes from

The Tax Commission's table breaks every rate into pieces. For Provo:

Piece Rate
State 4.85%
Local option 1.00%
County option 0.25%
Transit and highway taxes (five county-level pieces) 1.25%
City arts, zoo and recreation tax 0.10%
Total 7.45%

The first four lines are the same everywhere in Utah County and add up to 7.35%. The difference between a 7.45% city and a 7.35% one is that last 0.1%, which the Tax Commission's table files under "Arts & Zoo." Provo and Orem both levy it; Salem, Elk Ridge and Woodland Hills don't.

Groceries are 3%

The Tax Commission's table notes: "The tax on food and food ingredients is 3.0% statewide," made up of the 1.75% state rate, the 1.0% local option and the 0.25% county option. That rate doesn't vary by city. Restaurant meals and prepared food pay the full combined rate. Our cost of living in Provo guide explains where the grocery line falls and which purchases are exempt.

What a hotel room adds

Lodging pays transient room taxes on top of sales tax. The Tax Commission's "other taxes" table, also effective Oct. 1, 2026, lists these combined transient room rates:

Where Transient room tax Plus sales tax Total
Provo, Springville 7.07% 7.45% 14.52%
American Fork, Eagle Mountain, Lehi, Lindon, Orem, Payson, Pleasant Grove, Saratoga Springs, Spanish Fork, Vineyard 6.57% 7.45% 14.02%
Bluffdale and Draper (Utah County portions) 6.57% 7.35% 13.92%
Alpine, Cedar Hills, Highland, Mapleton, Santaquin 5.57% 7.45% 13.02%
Unincorporated county, Cedar Fort, Elk Ridge, Fairfield, Genola, Goshen, Salem, Woodland Hills 5.57% 7.35% 12.92%

Every city and area in the table starts from a 5.57% base, which includes the county's 4.5% transient room tax. Provo and Springville add a 1.5% city tax on top, and the 6.57% cities add 1%. Booking for graduation or a game weekend? Our cheap hotels in Provo guide factors these in.
