That is a deliberate constraint: an openings tracker is the easiest surface on a local site to fill with rumor, and a wrongly listed closure is the sort of error that reaches the business itself.
Nothing is listed as closed on a dark window. A closure row needs published coverage, not a social post or a single reader report.
Proposed means proposed. A project formally before a decision-making body and not yet approved is labeled proposed and never coming. That distinction is the whole reason this page is useful.
