Moving from Oregon to Utah Valley: A Lower Income Tax, Your First Sales Tax, and Portland Two Hours Away

Moving from Oregon to Utah Valley: Utah's flat 4.45% income tax against Oregon's top 9.9%, a 7.42% average sales tax, the 3% grocery tax and flights to Portland.

Oregon and Utah tax people in nearly opposite ways. Oregon leans on a steep income tax and has no sales tax; Utah has a flat, lower income tax and a sales tax on almost everything, groceries included at a reduced rate. For most working households the move is a tax cut, though you will notice it at the checkout. Here is what changes for an Oregonian; for the general newcomer list, see our Moving to Provo guide. We read the Tax Foundation's 2026 tables, the Utah Code, the Utah DMV and flight listings on October 20, 2026.

The income tax drops

Oregon (2026, single) Utah (2026)
Structure Four brackets Flat
Rates 4.75%, 6.75%, 8.75%, 9.9% 4.45%
Top rate starts at $125,000 n/a

Oregon figures are from the Tax Foundation's table as of January 1, 2026; Utah's rate is in Utah Code 59-10-104. On $80,000 of taxable income, Oregon's brackets come to about $6,680 before credits; Utah's flat rate comes to $3,560, and Utah's taxpayer credit trims that further for most households.

The year you move, you will file part-year returns in both states.

The sales tax arrives

Oregon has no general sales tax. Utah's average combined rate is 7.42% (Tax Foundation, July 1, 2026), and the Utah State Tax Commission says grocery food is taxed at 3% statewide. Restaurant meals carry the full rate plus a restaurant tax of up to 1%.

Does it balance? At 7.42%, a household would need to spend about $42,000 a year on taxable purchases to pay back the roughly $3,100 it saves in income tax at $80,000. Most do not. Higher earners save more, because Oregon's top brackets climb while Utah's rate stays flat.

Your house and your car

Property tax. A Utah primary residence is taxed on 55% of its market value under the 45% residential exemption in Utah Code 59-2-103. See our property tax guide.

The car. Register within 60 days of becoming a resident (Utah Code 41-1a-202). Utah County requires emissions tests for many gasoline vehicles; our Provo DMV guide walks through it. You will pump your own gas.

Rain, snow and air

Coming from the west side of the Cascades, the dryness is the big adjustment: Utah Valley is semi-arid, with sunny winters, valley snow and hot summers. Lawns depend on irrigation, and many cities run a separate untreated system for it; see secondary water by city. Most winters bring a few weeks of inversion, when the valley's air quality turns poor.

Getting back to Oregon

FlightsFrom listed about 53 nonstop flights a week from Salt Lake City to Portland on Alaska and Delta in October 2026, about two to two and a half hours in the air. From Provo, Allegiant has flown to Portland, but our Provo Airport routes page found the route listed as ending January 2, 2027, so plan on Salt Lake City. Our guide to flying SLC from Utah Valley covers the drive to Salt Lake.

Work and community

Utah Valley's tech employers cluster around Lehi; see Silicon Slopes, explained. The community is far more religiously uniform than Portland or Eugene; read moving to Provo when you're not LDS for an honest take, or how wards work if you are a member.

Frequently Asked Questions

Is Utah's income tax lower than Oregon's?
Yes, for nearly everyone. Utah's rate is a flat 4.45% for tax year 2026. Oregon's 2026 single-filer brackets in the Tax Foundation's table run from 4.75% to 9.9%, with 8.75% starting at $11,400 of taxable income.
Does Utah have a sales tax?
Yes. The Tax Foundation's average combined state and local rate for Utah was 7.42% as of July 1, 2026. Oregon has none, so this is the change Oregonians notice at the register.
Are groceries taxed in Utah?
Yes, at a reduced statewide rate of 3%, according to the Utah State Tax Commission.
Do the two taxes balance out?
It depends on income and spending. On $80,000 of taxable income, Oregon's brackets come to about $6,680 before credits and Utah's flat rate to $3,560, a gap of about $3,100. A household would have to spend about $42,000 a year on taxable goods at 7.42% to give that back in sales tax.
How often are there flights from Salt Lake City to Portland?
FlightsFrom listed about 53 nonstop flights a week on Alaska and Delta in October 2026, about two to two and a half hours.
Will my car need an emissions test in Utah County?
Most gasoline cars do, for model years 1996 through 2020, 2022 and 2024 under the Utah DMV's current schedule. New residents have 60 days to register.
Will I pump my own gas?
Yes. Self-service is the norm at Utah stations.
Is the weather much different?
Drier. Utah Valley is semi-arid, with snowy winters, hot dry summers and a few weeks of winter inversion most years, when cold air traps pollution in the valley.
