Of all the moves into Utah Valley, the one from Idaho may be the gentlest. Eastern Idaho and Utah County share a culture, a church and a long habit of students moving between BYU in Provo and BYU-Idaho in Rexburg, and Boise is a long morning's drive away. The differences are in the details: the taxes shift, the traffic gets heavier, and the valley is far more crowded. Income tax goes down
Idaho taxes income at a flat 5.3 percent, the rate it set in 2025. Utah's flat rate is 4.45 percent for tax year 2026, withheld from every paycheck, and Utah's taxpayer credit trims the bill further for most households. The year you move you will file with both, Idaho for the months before and Utah for the months after, and remember to claim Idaho's grocery credit on that last Idaho return.
Sales tax goes up, except on groceries
- Average sales tax: the Tax Foundation's July 2026 figures put the average combined rate at 6.03 percent in Idaho and 7.42 percent in Utah, so most purchases cost a little more.
- Groceries: the exception. Utah taxes groceries at a reduced rate, while Idaho taxes them at its full rate and gives back part through a grocery credit on the income tax return. In Utah there is no such credit to claim, because the discount is at the register.
- Property tax: about the same, 0.5 percent in Idaho and 0.48 percent in Utah in the same comparison. Idaho's homeowner exemption has a Utah cousin, the primary-residence exemption, which the county applies to a home you live in; the details are in Property Tax in Utah County.
Your car and the emissions test
Eastern Idaho does not test vehicle emissions, so for many Idahoans the Utah County test will be a first: most gasoline vehicles need to pass one before they can be registered. Utah gives new residents sixty days to get a Utah license and register, and it charges a flat registration fee plus an age-based uniform fee. Traffic and getting around
The biggest adjustment for most Idahoans is density. Utah County has grown fast, and I-15 through Lehi, American Fork and Orem is busy at rush hour. FrontRunner commuter rail runs from Provo north to Salt Lake City and Ogden, and many commuters use it to skip the freeway; see Getting Around Provo.
Winter, air and water
Winters will feel familiar, with valley snow and deep mountain snow. What may be new is the inversion: a few weeks most winters, usually in December and January, when cold air traps pollution in the valley and air quality turns poor. Many Utah Valley homes water their yards with secondary water, a separate irrigation system with its own schedule and fees; see Secondary Water in Utah Valley.

Going home for the weekend
It is about 260 road miles from Idaho Falls to Provo, 280 from Rexburg and 380 from Boise, so a weekend trip home is realistic: a little over four hours from Idaho Falls and about six and a half from Boise. In winter, check the weather on I-15 over Malad Pass if you are coming from eastern Idaho, and on I-84 if you are coming from Boise.
Before you leave Idaho
- The last Idaho return: file part-year and claim the grocery credit for the months you lived there.
- The emissions test: find a Utah County testing station before your registration deadline.
- Winter driving: if you will drive home for holidays, keep an eye on I-15 over Malad Pass.
- Your house: apply for Utah's primary-residence exemption with the county once you own.
