Moving from Virginia to Utah Valley: A Lower, Flat Income Tax, a Higher Sales Tax, a Grocery Tax, and Nonstops to Dulles From Both Airports

Moving from Virginia to Utah Valley: Utah's flat 4.45% against Virginia's 5.75% top rate, a higher sales tax, the 3% grocery tax, and nonstops to Dulles and Reagan.

Virginia to Utah Valley is a mid-sized tax change and a large change of climate. Utah's flat income tax is a little lower than Virginia's for most earners; its sales tax is higher, and it taxes groceries at a reduced rate. And the humidity goes away. Here is the Virginia-specific list; for the general newcomer checklist, see our Moving to Provo guide. We read the Tax Foundation's 2026 tables, the Utah Code, the Utah DMV, the Utah State Tax Commission and flight listings on October 20, 2026.

Income tax: lower and flat

Virginia (2026, single) Utah (2026)
Structure Four brackets Flat
Rates 2%, 3%, 5%, 5.75% 4.45%
Top rate starts at $17,000 n/a

Virginia figures are from the Tax Foundation's table as of January 1, 2026; Utah's rate is in Utah Code 59-10-104. On $80,000 of taxable income, Virginia's brackets come to about $4,343 before credits and Utah's to $3,560, and Utah's taxpayer credit lowers the Utah figure further for most households. File part-year returns in both states for the year you move.

Sales tax: higher, groceries included

Virginia Utah
State rate 5.30% (includes a 1% statewide local add-on) 6.10% (includes a 1.25% statewide local add-on)
Average local rate 0.47% 1.32%
Average combined rate 5.77% 7.42%

Tax Foundation, as of July 1, 2026. Utah taxes grocery food at 3% statewide (Utah State Tax Commission). Virginia dropped its 1.5% state grocery tax on January 1, 2023, according to AARP, which notes that localities may still charge 1%.

Put together: at $80,000, the income tax saving of about $780 is offset by roughly 1.65 points more sales tax on every taxable purchase. A household spending about $47,000 a year on taxable goods would break even.

Climate and air

Utah Valley sits around 4,500 feet and is semi-arid. Summers are hot and dry, without the Tidewater or Northern Virginia humidity; winters bring valley snow and deep mountain snow. Most winters include a few weeks of inversion, when cold air traps pollution in the valley. Lawns depend on irrigation; see secondary water by city.
