Here is the thing about hiring an electrician in Utah that almost nobody tells homeowners, and it is not a scandal — it is written plainly into the rules.
On residential work, the licensed electrician does not have to be at your house.
An apprentice can be alone in your basement, pulling wire, all day. That is legal. It has been legal since 2017. And whether it is a problem depends entirely on things you can find out in about ten minutes, if you know that the rule exists.
The supervision rule, and why it splits residential from everything else
Utah's administrative rule for electricians defines "immediate supervision" twice, because it means two different things depending on what kind of building you are standing in.
On non-residential work — a commercial fit-out, an industrial site — the apprentice and the supervising electrician have to be physically present on the same project or jobsite. The rule then adds something interesting: they are not required to maintain a direct line of sight. Same site, not same room.
On residential work, the supervising electrician does not have to be on the site at all. The rule's test is availability rather than presence: when not physically present on the same project as the apprentice, the supervisor must be available to provide direction, oversight, inspection and evaluation of the apprentice's work, so that the end result complies with applicable standards.
"Residential project" is defined for this purpose as electrical work in one- or two-family dwellings, including townhouses, as determined by the state construction and fire codes. Your house qualifies. So does the duplex you are renting out.
The change was made deliberately. When the state proposed it, the stated reasoning was that electrical contractors handling residential work would be able to operate more efficiently, because apprentices needing supervision would no longer require the supervisor to be standing on the same job. The supervision requirements for industrial and commercial work were left alone.
None of this means the apprentice in your basement is unqualified or unsupervised. It means the supervision is remote, and that the quality control is happening through inspection and evaluation rather than through someone watching. Which puts more weight on the two things you can actually influence: who the contractor is, and whether the work gets inspected.
The ratio number that changed, and the one still being quoted
Ask how many apprentices one licensed electrician can supervise, and a great many sources will tell you one apprentice to one journeyman or master on industrial and commercial work, and three to one on residential.
That was true. It was written directly into the definitions section of the Utah Construction Trades Licensing Act, as a hard number in the statute itself.
It is not the current rule.
The statute's definition of "ratio of apprentices" no longer carries any figures. It now defines the term by pointing at the rules — the number of licensed apprentices allowed under the immediate supervision of a licensed supervisor as established by this chapter and by rules made by the commission. The numbers moved out of the law and into the rulebook.
And when they moved, one of them changed. Under Utah Admin. Code R156-55b-401, amended effective January 2020, a licensed supervisor may have up to:
- two licensed apprentice electricians on a non-residential project; or
- three licensed apprentice electricians on a residential project.
Residential stayed at three. Non-residential went from one to two.
This is worth flagging for a reason beyond trivia. A retired statutory number that is still being republished as current is the most convincing kind of wrong information — it is specific, it is citable, and it was genuinely correct once. If you are checking a claim about Utah trade licensing and the source quotes an exact ratio out of the statute, check when that source was written.
The plumbing side, for comparison, sits at three apprentices under immediate supervision on both residential and non-residential projects, under its own parallel rule. The trades are not symmetrical, and the difference is not an accident.
Utah licenses the apprentice, which not every state does
There are five individual electrical credentials in Utah: apprentice, residential journeyman, journeyman, residential master and master electrician. On top of those sits a separate license for the contracting business, which needs a qualifying individual — a master electrician — standing behind it.
The apprentice license is the one that surprises people. In Utah, you are licensed before you start learning, not after. Someone who moved here from a state where apprentices simply work under a licensed tradesperson without their own credential has to get one before their hours count toward anything.
The path is long. The journeyman route runs on the order of four years of full-time training and instruction as a licensed apprentice under an approved program, with the classroom component running alongside the on-the-job hours. Programs approved by the state's electricians licensing board include the Independent Electrical Contractors of Utah and the Utah Electrical Training Alliance. Master comes later still, built on top of journeyman time — with an alternative route for a graduate electrical engineer carrying practical experience as a licensed apprentice.
There is also a provision most homeowners never encounter and probably should know about: beginning in an apprentice's fourth year of training, they may work without supervision for a period not exceeding eight hours in any twenty-four-hour period. A fourth-year apprentice working a solo day is not a rules violation either.
The ten-foot rule, or why your HVAC company can touch wire
This one resolves a question that comes up constantly and gets answered wrongly in both directions.
There is a carve-out in the licensing act for minor electrical work incidental to a mechanical or service installation, and the rule defines it with unusual precision. It means the electrical work involved in installing, replacing or repairing HVAC equipment, appliances or machinery that use electrical power, when wiring is extended no more than ten feet from an existing outlet or disconnect intended specifically for that piece of equipment.
Then it says what minor electrical work is not. It does not include modifying or repairing premises wiring. It does not include installing a disconnecting means or an outlet.
So: a technician swapping your furnace and reconnecting it to the disconnect that was already there for the furnace is squarely inside the exemption. A technician who needs to add a new circuit, a new disconnect, or a new outlet has left it, and that work belongs to a licensed electrician. Provo's own wrinkle: the city is the power company
Most of what you will read about electrical service in Utah quietly assumes the regional investor-owned utility. In Provo, that assumption is wrong.
Provo Power is a municipal utility, owned by the city. It has run since 1940, and the city describes it as the largest municipally owned electric utility in Utah. That single fact changes the shape of any job that touches the service side of your house rather than the load side.
A service upgrade, a meter relocation, a new connection, a temporary construction service, a panel change that alters the service entrance — all of these involve the city, and the sequencing is city-first. Your electrician does the work; Provo Power energises it. The schedule you are actually waiting on is often theirs, not the contractor's.
The same is true of interconnection if you are putting anything on the roof. Net metering terms, application processes and equipment requirements for a municipal utility are set by that municipality, and they do not have to match what the statewide utility offers. What actually breaks in Provo houses
Every housing market has its own failure profile, and this one has three recurring items.
Ungrounded receptacles, disguised. Provo has a lot of pre-1960s housing, particularly in the older neighborhoods around downtown and campus. Those houses were wired without an equipment grounding conductor, which means two-prong outlets. The dangerous version is not the honest two-prong outlet — it is the three-prong outlet somebody screwed into an ungrounded box, which now accepts a grounded plug and grounds nothing. It looks modern. It tests bad. A three-dollar receptacle tester finds it in seconds.
Capacity, showing up at the panel. A house wired for a 1955 household is now running a modern appliance load, often plus a window unit or two, often plus a basement apartment that was not in the original plan. The panel is where that arithmetic surfaces. A crowded panel with double-tapped breakers is not necessarily unsafe today, but it is a constraint on everything you might want to add later.
Basement conversions. This is a genuinely Provo problem. The student rental market has produced an enormous amount of below-grade living space, and a fair proportion of it was finished by somebody's cousin. Added circuits, buried junction boxes, missing arc-fault protection and lighting on the wrong circuit are all common. Is it your house or is it the city? A five-minute triage
Before you call anybody, work out which side of the meter the problem is on. This is the single most useful thing a homeowner can do, and in a municipal-utility town it saves the most time, because the two answers send you to completely different phone numbers.
Signs it is the utility's side. The whole house is dark and so are your neighbors. Lights across the street are out. You heard a bang from a pole or a transformer. You have no power at all and your main breaker is not tripped. Anything involving the drop from the pole to the house, the meter itself, or the equipment upstream of it belongs to Provo Power, and reporting it is free.
Signs it is your side. One circuit is dead and the rest are fine. A breaker trips repeatedly, or trips again immediately after you reset it. Lights dim hard when a large appliance starts. Half the house is out — which sounds like a utility problem but is very often a lost neutral or one failed leg of the service, and that is a call worth making urgently rather than waiting out.
Signs it is urgent regardless of side. A burning smell with no obvious source. A panel or outlet that is warm to the touch. Scorch marks, buzzing, or a breaker that will not reset. Water anywhere near electrical equipment. None of these are wait-until-Monday problems, and none of them are worth diagnosing yourself.
The middle category is where money gets wasted. People call an electrician for a neighborhood outage and pay a call-out fee to be told the obvious, or they sit through a genuine service fault for three days assuming the city will get to it. Two minutes at the window looking at whether anyone else's lights are on settles it.
Hiring without guessing
The trade is licensed at state level, which makes the homework unusually easy.
Verify the individual and the business. Utah's Division of Professional Licensing publishes a license lookup, and one search covers a tradesperson working anywhere in the county. Confirm the classification matches the job — a residential journeyman credential covers a different scope from a full journeyman. Confirm the status is active on the day work begins, not on the day you got the quote. Licenses lapse.
Ask who is coming, not just who is bidding. Given the residential supervision rule, "will a licensed electrician be on site?" is a real question with a real answer, and there is no wrong answer to it — only an unasked one. A contractor who tells you an apprentice will be doing the rough-in with a supervisor available by phone is describing standard, lawful practice. A contractor who is cagey about it is telling you something else.
Get the permit question settled in the bid. Ask directly whether the job needs a permit, who pulls it, and whether it is in the price. If two bids differ substantially and one of them has quietly assumed no permit, you are not comparing the same job.
Price structure before the visit. Diagnostic or call-out fee, flat-rate or hourly, whether the fee is credited against the work if you proceed, and whether after-hours rates apply at the time you are booking. The same discipline that works for hiring any home pro in Utah Valley applies here, with one addition: for anything involving the service or the panel, ask whether the quote includes the city's part or stops at the meter.
Two bids on anything structural. Panel replacements, service upgrades and whole-house rewires are large enough, and variable enough, that a second opinion routinely changes the scope rather than just the number.
What is worth doing before you need anybody
Find your main breaker and make sure you can reach it in the dark. Label the panel properly — an afternoon with a helper and a lamp is worth more than it sounds when something goes wrong at eleven at night. Test a handful of outlets, especially in older rooms and in any finished basement. And if you are buying, treat the electrical system as its own line item rather than a paragraph in a general inspection report.
None of that requires a licensed anybody. All of it makes the eventual call shorter, cheaper, and easier to judge.
