Provo City Council is the body everyone knows. It is also one of twenty-eight boards, commissions and committees in Provo that register public notice of their meetings — and across the 29 Utah County jurisdictions on this page there are 438 of them. The reason you have never seen that list is that no city publishes it. The state does.

What this page is, and what it is not

It is a directory of who has to give you notice, built from the register those bodies file with themselves. Every body listed here is one that registered itself with the state's notice website. That is a register of who posts, not a chart of who decides: it includes advisory committees with no authority, and a short list is not evidence of a small government. Two cities label their retired committees in the body's own name and the rest do not, so the register rewards poor housekeeping with a smaller number.

It is not a calendar. No meeting date, time or agenda item appears anywhere on this page, and that is deliberate rather than an omission — every one of them would be stale before you read it. The live answer is one link away and always current, which is the whole argument for sending you there instead of copying it here.

Something is being built next to you

The planning commission takes the application, holds the hearing and builds the record; the council usually votes later on what the commission recommends. By the time it reaches the council the record is largely made, which is why the commission is the meeting to attend. Twenty-four of the twenty-five cities here register one.

Variances and appeals of an administrative decision go to a board of adjustment or an appeals authority, not to the council. Eighteen jurisdictions register one under some name; the rest route appeals elsewhere, which is worth establishing before a deadline runs.

Redevelopment and community reinvestment agencies handle tax increment and project areas. The governing board is frequently the same people as the council sitting under a different name, which is why an item can look like it skipped the council when it did not.

Historic preservation and landmarks bodies handle certificates of appropriateness and district designations. Thirteen jurisdictions register one, so in the other sixteen the protection you are assuming exists may simply not.

Ordinances, budgets and land-use approvals are the legislative body's: a city or town council, the county commission, or a board of education. It is also the only body here that state law requires to post its minutes and handouts to the notice site.

Parks, recreation and trails bodies are advisory far more often than not, which means the useful move is to be heard there early and then follow the recommendation to the council that funds it.

Your water, sewer or power bill

Rates are set by the legislative body, but the technical case for them is usually made first at a water, power or utility board, and in some cities by a district that is a separate government from the city entirely.

Noise, parking, weeds, a nuisance neighbor

No board decides this and no meeting will help. Code enforcement is an administrative process that starts with a complaint to staff, and taking it to a council meeting instead is the most common way to lose several weeks.

How to actually get the notices

Everything above is a map. This is the part that does something: the Utah Public Notice Website, run by the Utah Division of Archives and Records Service, lets you subscribe by email to a single body and receive its notices as they post. Not a digest of the whole county — the one commission you care about.

  1. Browse in three steps. Government type, then entity, then body — for a Provo commission that is Municipality → Provo → the body. The names on this page are the names you will see there.
  2. Or filter by ZIP code. The front page will list meetings and events near a ZIP over a date range, which is the fastest way in if you do not yet know which body you want.
  3. Subscribe to the body, not the city. The subscription is per body. If you care about one development, the planning commission alone is a far quieter inbox than everything the city posts.

One quirk worth knowing before you go looking. The notice site has no bookmarkable page per city or per body — the browse is rebuilt each time from the three dropdowns, so there is no address you can save for “Orem's notices”. That is exactly why the email subscription matters more than it sounds: it is the only way to make a body's notices come to you rather than being re-found.

What this register does not tell you

  • Registered is not the same as powerful. An advisory committee that recommends and a commission that decides sit side by side in the same list. Whether a body's word is final is a question about the ordinance that created it, not about this page.
  • A short list is not a small government. Municipalities and special districts with an annual budget under $250,000 are encouraged but not required to post meeting notices to the state site — Utah Code 52-4-202(3)(b). Goshen registers exactly one body, named for the town itself. That is a filing choice, not the sum of the town's government.
  • The count punishes good housekeeping. Two jurisdictions here write retirement into the body's own registered name — Z INACTIVE -, zEXPIREDz, zREPEALEDz, (Inactive). Those 26 are excluded from every active count above. The cities that simply never removed a dead committee look tidier here than the ones that labeled it.
  • Names are reproduced exactly as registered, including where one city writes “Planning & Zoning” and its neighbor writes “Planning Commission”, and including at least one misspelling. Tidying them would hide the real problem, which is that you cannot guess what a body calls itself.
  • Registered on 2026-08-15. Bodies are created and retired by ordinance between our deploys. Treat this as a map of the terrain rather than today's weather, and confirm anything load-bearing against the notice site itself.
